Opportunity Information: Apply for STATE BISHKEK PAS 21 0002

The U.S. Embassy in Bishkek, through its Public Affairs Section (PAS), is offering small grants under the Democracy Commission Small Grants Program to support projects in the Kyrgyz Republic. This is a discretionary funding opportunity financed under the Foreign Assistance Act, which means funded activities must fit within U.S. foreign assistance rules and any statutory restrictions tied to the source of funds. The award is structured as a cooperative agreement, so applicants should expect some level of engagement or coordination with the Embassy during implementation rather than a purely hands-off grant.

The program is aimed at strengthening civil society and independent media by funding practical, targeted projects that align closely with PAS priorities. Applicants are expected to design proposals with careful attention to the Embassy's stated goals, preferred program approaches, intended target audiences, and geographic focus areas. A notable emphasis is placed on building civil society capacity outside the capital, and applicants are strongly encouraged to submit joint proposals. In practice, that means partnering either with another NGO in the region or with a Bishkek-based organization to create stronger networks, share expertise, and improve the reach and sustainability of activities in rural communities.

Proposals must be built around one, and only one, of five priority themes. The first theme, advancing business empowerment and social entrepreneurship, supports initiatives that help communities develop economically through entrepreneurship, business skills, and socially driven enterprise models that address local needs. The second theme, promoting democratic institutions, is meant for efforts that strengthen democratic governance and civic participation, such as transparency, accountability, public engagement, and informed participation in democratic processes. The third theme focuses on preventing violent extremism (PVE), supporting community-based prevention strategies that reduce vulnerability to radicalization and strengthen social cohesion. The fourth theme addresses trafficking-in-persons (anti-trafficking), which can include prevention, awareness, protection of vulnerable groups, survivor support pathways, and coordination among stakeholders. The fifth theme, preventing gender-based violence, supports interventions that reduce violence, improve prevention and response systems, and strengthen awareness, services, and community norms that protect at-risk populations.

Eligibility is limited to organizations registered in the Kyrgyz Republic, specifically not-for-profit organizations and civil society/non-governmental organizations. The opportunity is administered by the U.S. Mission to Kyrgyzstan under CFDA number 19.900. The funding opportunity number is STATE BISHKEK PAS 21 0002. The application deadline listed for this cycle was May 31, 2021. The maximum award amount (ceiling) is $50,000, indicating projects are intended to be small to mid-sized, focused, and achievable within the grant’s scope.
